
EU law requires non‑EU manufacturers to appoint an EU Authorized Representative (AR) to sell regulated products in Europe. The AR ensures technical documentation is available for inspection, acts as the legal contact, and communicates with market authorities. Article 4 of Regulation (EU) 2019/1020 makes an EU economic operator mandatory for CE‑marked goods. The GPSR (EU 2023/988) further strengthens enforcement from December 2024.
